Downtown Dubai against Business Bay: the registered rents

Fifteen minutes on foot separate the two districts, and a canal. The rent between them separates a great deal more than that. A two-bedroom flat in Downtown Dubai has a median contract rent of AED 15,000 a month from 962 registered new contracts; the same class in Business Bay costs AED 10,000 from 355.

Everything here comes from registered new tenancy contracts in the Ejari register of the Dubai Land Department, as of September 2026. Downtown Dubai runs in the register under the cadastral name Burj Khalifa; Business Bay keeps its own name.

The letter n in every table on this page is the case count: the number of registered contracts the figure in that row is calculated from. A median without its n is not a statement, it is a guess.

The premium grows with the flat. On a studio Downtown costs 20.5 percent more, on one bedroom 27.3 percent, on two bedrooms exactly 50.0 percent and on three bedrooms 77.1 percent. Living small beside the Burj costs little extra. Needing space there costs a great deal, because the large Downtown layouts sit in towers with a view of the tower and the fountain, while the large Business Bay layouts look at the canal and at the office block opposite.

The most useful number on this page is hidden in the one-bedroom rows. The upper quartile in Business Bay is AED 8,333 a month, and the lower quartile in Downtown Dubai is AED 8,333: the same figure. The dearest one-bedroom flats in Business Bay cost what the cheapest ones in Downtown cost. Anyone choosing between the two districts at that size is choosing between the top of one market and the bottom of the other.

Business Bay also registered 17 four-bedroom contracts, with a median of AED 42,307 and an upper quartile of AED 66,666. At that case count a single deal moves the median, so the row belongs in the detail table and nowhere else. Downtown Dubai produced no separate four-bedroom class in this reading at all.

Asked against signed

Asking rents come from listings and contract rents from the register. They sit in separate columns here because they answer different questions: what is wanted, and what was paid.

The one-bedroom line in Downtown is the striking one: AED 9,167 asked against AED 9,166 signed, a single dirham apart. In that class owners get exactly what they print. The studio line in the same district runs the other way: AED 7,875 asked against AED 6,023 signed, a distance of AED 1,852 a month. The Downtown studio class is only 90 contracts deep and correspondingly restless.

Where the bedroom count comes from

The tenancy register leaves the bedroom field empty in almost every record, so the class is derived from the floor area. The cut-offs are: studio up to 57 square metres, one bedroom 58 to 95, two bedrooms 96 to 146, three bedrooms 147 to 260, four bedrooms from 261 square metres upwards. They were calibrated on 2,177 of our own portal listings that state bedrooms and floor area together, then checked against the sale register, where the bedroom count is recorded outright: studio 37 against 42 square metres at the median, one bedroom 75 against 74, two bedrooms 120 against 117, three bedrooms 172 against 177. Two independent sources, less than five square metres apart.

The honest part: the classes overlap in reality. Ten to 90 percent of two-bedroom flats sit between 92 and 149 square metres, so a generous one-bedroom layout can land in the two-bedroom class and a tight two-bedroom in the one-bedroom class. Studios are a separate object type in the register and are not derived at all. Sale contracts do not have this problem: there the bedroom count is filled in 96 percent of records.

New contracts only

Only new tenancy contracts are counted. Renewals are held down by the rent cap and sit systematically lower; they describe a sitting tenant, not the price a mover is quoted. Bulk contracts covering several units at once are excluded, because a building owner letting forty flats in a single document would drag the median down.

One bedroom in Business Bay comes to AED 86,376 a year, in Downtown AED 109,992. Two bedrooms are AED 120,000 against AED 180,000.

Why does the register call Downtown Dubai Burj Khalifa?

Because the cadastral parcel is named after the tower, and the parcel name became the register name for the whole district.

How solid is the Business Bay three-bedroom figure?

It rests on 125 contracts, enough for a median but with a wide spread: AED 12,083 at the lower quartile against AED 16,916 at the upper.
